Title III of the Elementary and Secondary Education Act (reauthorized as the No Child Left Behind Act of 2001) requires that each state “provide for an annual assessment of English proficiency (measuring students’ oral language, reading, and writing skills in English) of all students with limited English proficiency in the schools served by the State educational agency” (ESEA, Sec. 1111(7)).
The World-Class Instructional Design and Assessment (WIDA) consortium consists of nineteen states working in collaboration to produce standards for English language learners.
