Abstract:

This issue brief addresses the issues related to wide-scale assessment of English language learners. Legislation concerning the adoption of academic content standards and a related system of assessments requires that these standards apply to all students, including English language learners (ELLs). The importance of including ELLs in assessment is mentioned, as are the complications that arise when these students are included: accomodations and modifications, instument validity and reliability, and the need for alignment of assessment to existing standards, curriculum and instruction. Next steps in wide-scale assessment of ELLs are also discussed.
