Title III of the Elementary and Secondary Education Act (ESEA, reauthorized as the No Child Left Behind Act of 2001) provides for federal grant money to state education agencies for the purposes of helping to ensure that limited English proficient children "develop high levels of academic attainment in English, and meet the same challenging State academic content and student academic achievement standards as all children are expected to meet" (ESEA §3102 (1)).
